Every society is defined not just by what it protects, but by what it leaves unguarded. We protect borders, but not the rivers that feed us. We protect patents, but not the knowledge commons that could ensure our survival. We protect financial markets from volatility, but not our children from hunger or our elders from isolation.

Chapter 7 · The Misallocation of Defense

Part III opens with what the book calls the misallocation of defense: security budgets built for yesterday’s threats, while the crises that actually cost lives and livelihoods arrive as ecological collapse, public-health failure, economic shocks, democratic erosion, and frayed communities. It then sets out the Five Pillars of Real Security, the evidence for the Prevention Dividend™, and the Prevention Ratio™, which shows how an institution’s spending divides between prevention and response. It closes with Defense as a Service, which puts the book’s idea of protection as mutualism to work in budgets, portfolios, and governance.
